What Certification Do You Need to Operate an EWP in Queensland?

There is no single licence that covers every elevating work platform (EWP). In Queensland, the legal requirement depends on the type of machine, and in the case of a boom-type EWP, its maximum boom length.

The central distinction is between a boom-type EWP with a boom length of 11 metres or more and other platforms that fall outside that High Risk Work Licence class.

Boom-type EWPs of 11 metres or more

To operate a boom-type EWP with a boom length of 11 metres or more, you need the WP class High Risk Work Licence.

The measurement is not simply the platform’s working height. WorkSafe Queensland defines boom length using the greater of the platform’s maximum vertical reach or maximum horizontal reach, measured in the specified way. Check the manufacturer’s information rather than estimating from appearance.

Obtaining the WP licence involves formal training with an approved RTO, practical development and assessment. The licence is nationally recognised and must be renewed in accordance with regulator requirements.

Scissor lifts and boom lifts under 11 metres

These machines do not fall within the WP High Risk Work Licence definition solely because they are EWPs. That does not mean an untrained person can simply hire one and start work.

The employer or person controlling the work still has duties to provide information, training, instruction and supervision, and to ensure the operator is competent for the plant and task. Documented EWP training, often known in industry as Yellow Card training, is commonly used to demonstrate training across relevant machine types.

Site rules, principal contractor requirements or an employer’s safety system may also require particular evidence of training even where a WP licence is not legally required.

Familiarisation still matters

A licence or training card cannot cover every control layout and safety feature. Operators should receive familiarisation with the particular make and model they will use, including:

• emergency lowering controls
• platform capacity and operating limits
• pre-start inspection points
• alarms and safety devices
• travel and setup requirements
• the manufacturer’s fall-protection instructions

Other requirements can apply to the job

EWP training is only one part of working safely at height. Depending on the workplace and task, a worker may also need:

• a White Card for construction work
• site-specific induction
• working-at-heights training
• a safe work method statement for high-risk construction work
• fall-arrest equipment training
• traffic management or exclusion-zone controls

These are separate responsibilities. A WP licence does not replace site induction, and a White Card does not authorise EWP operation.

A quick way to choose the right course

Before enrolling, find the machine’s type, model and maximum boom length. Then tell the RTO what work you expect to perform. A good provider should be able to explain whether you need a WP licensing pathway, operator training for a smaller machine, or both.
